ឯកឧត្តម ឌិត ទីណា រដ្ឋមន្ត្រី ក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ ដឹកនាំកិច្ចប្រជុំស្តីពីដំណើរការអភិវឌ្ឍសម្បទានដីសេដ្ឋកិច្ច នៅទីស្តីការក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ។ =========================== នាព្រឹកថ្ងៃទី០៣ ខែកុម្ភៈ ឆ្នាំ២០២៣ ឯកឧត្តម ឌិត ទីណា រដ្ឋមន្ត្រី ក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ បានដឹកនាំកិច្ចប្រជុំស្តីពី ដំណើរការអភិវឌ្ឍសម្បទានដីសេដ្ឋកិច្ច នៅទីស្តីការក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ។ យោងតាមបទបង្ហាញរបស់លេខាធិការដ្ឋានបច្ចេកទេស ឯកឧត្តមរដ្ឋមន្ត្រី បានផ្តល់អនុសាសន៍ដល់លេខាធិការដ្ឋានត្រូវពង្រឹងការប្រតិបត្តិ ដោយក្តាប់ឱ្យបាននូវផែនការមេរបស់ក្រុមហ៊ុន (Master Plan) និងធ្វើការរៀបចំរបបប្រជុំឱ្យបានទៀងទាត់ជាមួយអន្តរក្រសួងនិងពិភាក្សាជាមួយអង្គភាពជំនាញ ដើម្បីតាមដានវឌ្ឍនភាពនៃការអភិវឌ្ឍរបស់ក្រុមហ៊ុន ហើយត្រូវធ្វើរបាយការណ៍លម្អិតអំពីបញ្ហាទំនាស់ទាំងអស់ដែលកំពុងកើតមាន និងយន្តការនៃការដោះស្រាយបញ្ហា។ ជាមួយគ្នានេះដែរ លេខាធិការដ្ឋានត្រូវធ្វើសូចនាករសមិទ្ធផលគន្លឹះ (KPI) ដោយត្រូវពិនិត្យមើលទាំងទិដ្ឋភាពផ្លូវច្បាប់ និងការអនុវត្តជាក់ស្តែងលើដី ដើម្បីធានាប្រសិទ្ធភាពនៃការអនុវត្ត ហើយត្រូវបញ្ជាក់ប្រាប់ដល់ក្រុមហ៊ុនដែលបានទទួលសម្បទានដីសេដ្ឋកិច្ចទាំងអស់អំពីការដកហូតដីមកវិញ ប្រសិនបើក្រុមហ៊ុនទាំងនោះមិនបានធ្វើការអភិវឌ្ឍតាមកិច្ចសន្យា។ ឯកឧត្តមរដ្ឋមន្ដ្រីបានក្រើនរំឭកដល់លេខាធិការដ្ឋានបច្ចេកទេស ត្រូវពន្លឿនការធ្វើអនុបយោគដីឯកជនរបស់រដ្ឋក្នុងគោលដៅសម្បទានដីសេដ្ឋកិច្ចនេះឱ្យបានទាន់ពេលវេលា ដើម្បីឱ្យក្រុមហ៊ុនអាចធ្វើផែនការមេ សម្រាប់ការវិនិយោគ។ សូមជម្រាបផងដែរថា សម្បទានដីសេដ្ឋកិច្ចបានចាប់ផ្តើមបដិសន្ធិតាមអនុក្រឹត្យលេខ ១៤៦ អនក្រ.បក ចុះថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០០៥ ហើយបានដើរតួនាទីសំខាន់ក្នុងការទ្រទ្រង់កំណើនសេដ្ឋកិច្ចវិស័យកសិកម្ម ជំរុញការអភិវឌ្ឍសេដ្ឋកិច្ចជនបទ និងចូលរួមចំណែកលើកកម្ពស់ជីវភាពប្រជាពលរដ្ឋ។ រាជរដ្ឋាភិបាលក៏បានចេញនូវសេចក្តីសម្រេចស្តីពីការតែងតាំងសមាសភាព នៃលេខាធិការដ្ឋានបច្ចេកទេសសម្រាប់សម្បទានដីសេដ្ឋកិច្ច មកពីអន្តរក្រសួងសម្រាប់បំពេញកិច្ចគាំពារដំណើរការ ដែលមានក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ ជាប្រធាន ដោយមានការចូលរួមពីក្រសួងពាណិជ្ជកម្ម ក្រសួងបរិស្ថាន ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា ក្រសួងសេដ្ឋកិច្ចនិងហិរញ្ញវត្ថុ ទីស្តីការគណៈរដ្ឋមន្ត្រី ក្រសួងរៀបចំដែនដីនគរូបនីយកម្មនិងសំណង់ និងក្រសួងមហាផ្ទៃ។ យ៉ាងណាក៏ដោយ រាជរដ្ឋាភិបាលកម្ពុជាបានសម្រេចបញ្ឈប់ការផ្ដល់ដីសម្បទានសេដ្ឋកិច្ច ចាប់តាំងពីឆ្នាំ២០១២មកម្ល៉េះ ការសម្រេចនេះស្ថិតនៅជាធរមានមកទល់បច្ចុប្បន្ន ពុំមានការប្រែប្រួលណាមួយឡើយ៕ ------------------------ HE Dith Tina, Minister of Agriculture, Forestry and Fisheries, chaired a meeting on the economic land concession development process at the Ministry of Agriculture, Forestry and Fisheries.
