ឯកឧត្តមរដ្ឋមន្ត្រី ឌិត ទីណា អញ្ជើញបិទសន្និបាតសហគមន៍កសិកម្មឆ្នាំ២០២២ និងលើកទិសដៅឆ្នាំ២០២៣ ================== នារសៀលថ្ងៃទី១៤ ខែមីនា ឆ្នាំ២០២៣ ឯកឧត្តម ឌិត ទីណា រដ្ឋមន្ត្រីក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ បានអញ្ជើញជាអធិបតីក្នុងពិធីបិទសន្និបាតការងារសហគមន៍កសិកម្មឆ្នាំ២០២២ និងលើកទិសដៅឆ្នាំ២០២៣ ក្រោមប្រធានបទ "សហគមន៍កសិកម្មជាចលករនៃផលិតកម្មកសិកម្មតាមកិច្ចសន្យា" នៅទីស្តីការក្រសួងកសិកម្ម រុក្ខាប្រមាញ់ និងនេសាទ។ ក្នុងពិធីនេះ ឯកឧត្តមរដ្ឋមន្ត្រី បានសម្ដែងការកោតសរសេរ និងវាយតម្លៃខ្ពស់ចំពោះសហគមន៍កសិកម្មទូទាំងប្រទេស ដែលបានចូលរួមចំណែកយ៉ាងសកម្មក្នុងផលិតកម្មកសិកម្ម កសិ-ពាណិជ្ជកម្ម កសិ-ឧស្សាហកម្ម និងការផ្តល់សេវាគាំទ្រនានាដល់ផលិតកម្មកសិកម្ម ពិសេសការអនុវត្តកសិកម្មតាមកិច្ចសន្យា (Contract Farming) ដើម្បីជំរុញការអភិវឌ្ឍកសិកម្ម។ ជាមួយគ្នានេះដែរ ឯកឧត្តមរដ្ឋមន្ត្រី បានណែនាំដល់ប្រធានមន្ទីរត្រូវពិនិត្យមើលសហគមន៍កសិកម្មដែលមានសកម្មភាពមានប្រយោជន៍ និងប្រសិទ្ធភាព ហើយលុបចោលនូវសហគមន៍កសិកម្មទាំងឡាយណាដែលមិនមានសកម្មភាព។ នៅក្នុងចំណោមសហគមន៍ទៀតសោត ឯកឧត្តមបានផ្ដល់អនុសាសន៍ឱ្យទុកចិត្តគ្នា ធ្វើការរួមគ្នា ដោយចៀសវាងដាច់ខាតនូវការបោកប្រាស់កេងបន្លំគ្នាទៅវិញទៅមក។ ជាងនេះទៀត សហគមន៍ត្រូវមានផែនការដាំដុះច្បាស់លាស់ ស្របតាមកិច្ចសន្យា និងមានព័ត៌មានច្បាស់លាស់ក្នុងខ្សែច្រវាក់ផលិតកម្មនីមួយៗតាំងពីអ្នកផលិតរហូតទីផ្សារ។ ឯកឧត្តមរដ្ឋមន្ដ្រីបានសង្កត់ធ្ងន់ថា ក្រសួងនឹងជួយគាំទ្របន្ថែមក្នុងការរកដៃគូវិនិយោគ ព្រមទាំងការទទួលបានកម្ចីដែលមានអត្រាការប្រាក់ទាប ជំរុញការបង្កើតមូលនិធិជួយដល់សហគមន៍ កសាងនិងពង្រីកទៅតាមខ្សែបណ្តោយនៃក្រុមអ្នកផលិត ដើម្បីទទួលបានប្រាក់ចំណេញ និងនិរន្តរភាពសេដ្ឋកិច្ច ព្រមទាំងចូលរួមកាត់បន្ថយការនាំចូលកសិផលពីបរទេស។ សូមជម្រាបជូនថា សហគមន៍កសិកម្មចាប់ផ្តើមបង្កើតនៅឆ្នាំ២០០៣ ដោយមានតែមួយសហគមន៍ប៉ុណ្ណោះ។ រហូតមកដល់ឆ្នាំ២០២៣នេះ ចំនួនសហគមន៍កសិកម្មនៅតាមបណ្តារាជធានីទាំង២៥ បានកើនឡើងដល់ចំនួន ១.២៥១សហគមន៍ ដែលមានសមាជិកសរុប ១៧០.២០៨នាក់ ក្នុងនោះស្រ្តីមាន ១០៧.៣៨០នាក់ មានភាគហ៊ុនសរុបប្រមាណ ១២.៨លានដុល្លារ និងដើមទុនសរុបជាង ២៦លានដុល្លា។ ចំពោះមុខរបរសំខាន់ៗរបស់សហគមន៍កសិកម្មមានដូចជា ការធ្វើផលិតកម្មកសិកម្ម ការធ្វើកសិ-ពាណិជ្ជកម្ម កសិ-ឧស្សាហកម្ម និងការផ្តល់សេវាកម្មគាំទ្រដល់ផលិតកម្មកសិកម្ម ដោយក្នុងនោះមានមុខដំណាំសំខាន់ៗដូចជាដំណាំស្រូវនិងការផលិតស្រូវពូជ បន្លែ ស្វាយកែវរមៀត ម្រេច មៀនប៉ៃលិន ពោត ស្វាយចន្ទី និងដំឡូងមីជាដើម៕ -------------------- In the afternoon of March 14, 2023, HE Dith Tina, Minister of Agriculture, Forestry and Fisheries, presided over the closing ceremony of the 2022 Agricultural Cooperative Review Meeting and the 2023 Annual Work Orientation under the theme "Agricultural Cooperative Mechanisms of Contract Agricultural Production "at the Ministry of Agriculture, Forestry and Fisheries. At the same time, HE Minister instructed the Director of the Department to examine the agricultural cooperatives that are active and effective and eliminate any agricultural cooperatives that are not active. Among the other cooperatives, HE recommended to trust each other to work together, absolutely avoiding fraud. In addition, the cooperative must have a clear planting plan in accordance with the contract and have clear information in each production line from the producer to the market. He stressed that the Ministry will provide more support for finding investment partners as well as obtaining low-interest loans, promote the establishment of funds, help cooperatives build and expand along the lines of producers to make a profit. And economic sustainability, as well as contributing to the reduction of agricultural imports from abroad. Please be informed that the agricultural cooperative was established in 2003 with only one cooperative. By 2023, the number of farming cooperatives in the 25 capitals has increased to 1,251 cooperatives with a total of 170,208 members, of which 107,380 are women. The community has a total share capital of approximately $ 12.8 million and a total capital of over $ 26 million. The main occupations of the agricultural cooperative include agricultural production, agribusiness, agro-industry and the provision of support services for agricultural production, including major crops such as rice and rice seed production, mango, pepper, Mien Pailin, corn, cashews and cassava.
